CAAF/3 was held in Dubai in November 2023. ATAG engaged in a number of activities during the course of the year in preparation for this, as well as participating in the meeting itself:
ATAG set up a CAAF/3 working group, to develop an industry-wide position and determine the preferred outcomes for CAAF/3. 13 meetings took place. We are very grateful to Robert Boyd at Boeing for chairing the group.
ICAO’s Regional Seminars in preparation for CAAF/3 took place in Rotterdam, Nairobi, Santo Domingo, Bangkok and Cairo. ATAG participated / ensured cross-industry representation at all of those events. We also carried out advocacy at the meetings, held briefing calls to coordinate a united industry voice and developed an Aide Memoire for use by the industry delegation. In addition, we made the new version of the Beginner’s Guide to Sustainable Aviation Fuel available on demand.
ATAG organised an Aviation industry briefing pre-CAAF/3 in September in Montreal, at the offices of CDPQ. The event was aimed at ICAO Council Members and Resident Representatives.
The meeting focused on the industry-preferred outcomes for CAAF/3 and State views. It highlighted the importance of government support for SAF supply, demand and financing and the building blocks for SAF scale-up, including ICAO’s role. 32 member states were represented at the briefing. The second pre-CAAF/3 event was held by ICAO in September 2023 in Montreal, with a view to consulting with States on possible CAAF/3 outcomes for an ICAO global framework for cleaner aviation energy, to pave the way for results-oriented discussions at CAAF/3.
ATAG delivered a submission to the pre-CAAF/3 meeting, developed by its CAAF/3 working group and the ATAG Board. This was a challenging process as not only are governments grappling with some of the complexities in SAF scale-up, but within the industry itself we are also coming to terms with the enormous challenge that lies ahead.

The third ICAO Conference on Aviation and Alternative Fuels (CAAF/3) was held in November 2023 in Dubai. The meeting adopted a 2030 goal for SAF deployment at a global level and a global framework of enabling actions. ATAG took part in the conference and coordinated industry representation and messaging, including the submission of five industry working papers, which were co-signed by IATA, CANSO, ACI, ICCAIA and IBAC. These were made available in English, French, Spanish, Russian, Arabic and Chinese. Links to the papers are provided below.
