The UNFCCC COP30 meeting is scheduled to take place in Belém, Brazil, from 10 to 21 November 2025. An overview of expectations for the event was provided in the March 2025 edition of the ATAG Member Briefing.
In April, ATAG organised a briefing in São Paolo, kindly hosted by Embraer, for members of the aviation community that have representation in Brazil, to prepare for the COP meeting and to discuss the possibility of organising an ATAG side event in Belém. Given that various logistical challenges have still not been resolved (accommodation shortage, permitted level of observer participation), a decision by ATAG is still pending.
The March 2025 ATAG Member Briefing also referred to the Global Solidarity Levies Task Force, which was established at COP28 to help identify potential innovative levies that could help with financing climate action. These included options for aviation levies. A public consultation on the various options took place earlier in the year. ATAG had provided some suggested responses, for those aviation players who wished to respond.
ATAG also published a White Paper on international aviation levies, which is being used for advocacy with select governments. This is available from the ATAG corporate website under resources. The Global Solidarity Levies Task Force is also looking at other sectors on which levies to finance climate action could be imposed and in June 2025 released their report into a financial transactions tax.
