UNFCCC COP30, Belém

The UNFCCC COP30 meeting took place in Belém, Brazil, in November 2025. Haldane Dodd was present onsite to take part in various side events, including two that were organised by ATAG:

Sustainable aviation fuel: a growth opportunity for Latin America

This event explored Latin America’s huge potential to become a leading SAF supplier. Discussions focused on policy frameworks, investment conditions, feedstock availability and regional cooperation for SAF scale-up within the region. Speakers included experts from the ABRA Group, the Asia Sustainable Aviation Fuel Association, the International Air Transport Association and LATAM Airlines.

From ambition to action: demonstrating scalable results in aviation decarbonisation

The side event was organised jointly with the Pan-American Liquid Biofuels Coalition (CPBIO) and the Sustainable Aviation Buyers Alliance (SABA), as part of the Climate High-Level Champions’ Thematic Agenda. Discussions centred around aviation’s progress towards net zero, bringing together key initiatives to showcase solutions and results in aviation decarbonisation. The event also highlighted opportunities for developing nations and demonstrated the widespread implementation of the solutions across the sector. Speakers included Dan Ioschpe (the COP30 Climate Champion), representatives from the ABRA Group, Climate Catalyst, the Climate High-Level Champions team, the International Civil Aviation Organization, the Industrial Transition Acceleration, CPBIO and SABA.

In total, there were around 23 side events at COP30 with a specific focus on air transport and an additional 31 events with relevance to air transport’s activities. Haldane Dodd spoke at the ICAO side event on “Accelerating the Global Clean Energy Transition Skyward” and at a roundtable discussion on SAF, organised by Bayer. 

With regards to negotiations at COP, ATAG has developed an internal report for the aviation industry (not for circulation). It summarises discussions on the following:

  • a roadmap for the transition away from fossil fuels
  • bunker fuels (under the Subsidiary Body for Scientific and Technological Advice)
  • article 6 of the Paris agreement, on technical elements and operational challenges for carbon markets
  • climate finance and the Baku to Belém roadmap
  • the Belém 4X Pledge on sustainable fuels
  • a new goal on climate adaptation financing and a mechanism on “just transition”
  • launch of the Tropical Forest Forever Facility.
